个体性嵌入:基层政府结对治理实践中的互动关系及情感逻辑

Individuality Embeddedness: Interactive Relationship andEmotional Logic in Paired Governance Practice

随着绝对贫困的终结,我国将迈入巩固脱贫成果与乡村振兴发展协同推进的时期。结对治理为城乡人才流动提供了可供参考与选择的经验对象,也为我们理解基层治理主体在乡土社会的治理实践提供了具象认知。本研究基于田野调查的经验材料收集,以互动关系与情感逻辑的视角审视脱贫攻坚时期的结对治理实践,研究发现结对治理在适配乡土关系信任的基础上增进信息全知性与互动的具象化,以个体性嵌入帮扶家庭的方式精准配置治理资源,结合技术治理逻辑下“晓之以理”与个体化联结“动之以情”的特点,将国家的“刚性”政策目标“软化”处理后与帮扶家庭的发展需求对接,发挥可持续的治理效能,为更好接续乡村振兴发展提供可考经验。

The end of absolute poverty means that China is entering a period of pursing coordinated progress in consolidating the achievements of poverty alleviation and rural revitalization and development.Paired governance provides empirical objects for the mobility of urban and rural talents,and also concrete cognition to understand the governance practice of grassroots governance subjects in local rural society.With the empirical materials from field survey,this study examines paired governance practice during the period of poverty alleviation from the perspective of interactive relationship and emotional logic.It is found that paired governance enhances the information comprehensiveness and makes interaction more concrete if it matches the trust of local relations,and accurately allocates governance resources in the way of individual embedding in helping families;in addition,combining with the attributes of"being reasonable"in the logic of technological governance and"being emotionally connected"in individualized link,it turns the"rigid"policy objectives of the country to be"softened"and then connected with the development needs of poor families,thus to bring into play sustainable governance effectiveness and provide empirical experiences for further rural revitalization development.
