摘要
文章针对“互联网+政务”各项应用系统给社会发展和百姓生活带来效率及便利的同时,分析了其中存在诸如政务服务设计、数据资源标准、技术实现、智能化应用和运营维护管理等与实际需求不统一的问题。为此,文章提出在政务服务体系中搭建标准化、规范化的政务中台,采用大数据、云平台等技术,实施模块化、集约化手段,通过对政务业务颗粒化、流程可视化、表单规则化快速实现业务需求。政务中台建设是业务、技术、数据、人工智能和组织管理能力的交汇融合,是政务服务一体化的新型基础设施。
In view of the efficiency and convenience brought by various application systems of“Internet plus government”to social development and people’s life,this paper analyzes the problems such as the design of government services,data resource standards,technology implementation,intelligent applications,operation and maintenance management,which are not consistent with the actual needs.To this end,it is proposed to build a standardized and standardized government affairs center in the government affairs service system,adopt big data,cloud platform and other technologies,implement modular and intensive means,and quickly realize business requirements through the granulation of government affairs business,process visualization,and form regularization.The construction of government affairs center is the integration of business,technology,data,artificial intelligence and organizational management capabilities,and is a new infrastructure for the integration of government services.
