摘要
近年来,终端电气化水平的提升使用电需求飞速增长,进一步放大了用电曲线的峰谷和季节特性,加重了季节性用电高峰时段供电资源的稀缺程度。为了体现高峰时段供电资源的价值,同时防止价格在供需紧张、阻塞严重时不合理的飙升进而损害用户利益,便产生了价格上限。目前我国现货试点市场使用的价格上限大多数是参考尖峰时段电价设置的,缺乏完整的设计原理和流程。因此,通过总结对比国外电力现货市场中报价上限、出清上限的设置经验,提出了在我国不同发展场景下的报价上限和出清上限设置方法,达到挖掘电力真实价值、保护用户利益的目的。
In recent years,the rapid growth in demand for electricity as a result of increased levels of terminal electrification has furtherly amplified the peak-to-valley and seasonal characteristic of the electricity demand curve,and increased the scarcity of energy during seasonal peak periods.In order to reflect the value of peak hour units power supply,and to prevent unreasonable price spikes when supply and demand are tight or congestion is severe so that protecting the consumer's interest,price caps are created.Most of the price caps currently used in China's pilot spot markets are set with reference to peak hour tariffs and lack complete design principles and processes.By summarising and comparing the experience of offer caps and clearing price caps in worldwide dayahead electricity markets,a method for setting offer caps and clearing price caps in different development scenarios in China is proposed,with the aim of reflecting the true value of electricity and protecting the interests of consumers.
