探索促进灵活就业人员参加职工基本医疗保险的路径选择是新业态健康发展的当务之急。现实困境具体表现为:部分地区参保受户籍限制、缴费经济压力明显、医保关系转续困难重重和医疗保险保障意识薄弱。基于此,从法律政策、经济和文化三个层面提出对策建议。

The urgent task for the development of healthy development of new business formats is to explore the path choice of promoting flexible employment personnel to participate in basic medical insurance for employees.The practical difficulties of flexible employees to participate in basic medical insurance for employees are as follows:insurance participation is limited by registered residence in some areas,obvious economic pressure of payment,various difficulties in the transition of medical insurance relationship,and weak awareness of medical insurance security.Based on it,this paper puts forward suggestions from the three levels of legal policy,economy and culture.
