摘要 构建具有全球竞争力的人才发展治理体系离不开我国地方海外人才政策的变现能力。本文针对我国15座新一线城市“十三五”期间颁布的海外人才政策,以史密斯公共政策执行过程模型为基础,构建基于理想化政策、执行机构、目标群体和环境因素的四维政策变现评估框架,进行海外人才政策安排设计与落地实施的综合评价及横向比较,分析归纳不同新一线城市海外人才政策变现的特点与效果,并总结其政策优势与不足,进而从政策工具的均衡性、政策设计的分类化以及政策内容的长效化等方面有针对性地优化完善海外人才政策变现效率和品质,以激发新兴城市海外人才治理活力。 Building a globally competitive talent development governance system deeply depends on the realization capacity of overseas talents policies for local cities.Based on Smith's Public Policy Implementation Process Model,the study constructs a four-dimensional policy realization evaluation framework which categorized four vital factors,such as idealized policy,implementing organization,target group and environmental factors for the overseas talents policies promulgated during the“13th Five-Year Plan”period for China's fifteen newly rising cities.Conducting a comprehensive evaluation and horizontal comparison of the design and implementation of overseas talents policies arrangements,the study analyzes the characteristics and effects of overseas talents policies realization in different newly rising cities,and summarizes their policy advantages and disadvantages.Then,it also proposes to realize the balance of policy tools,classify policy design,and optimize the long-term effectiveness of policy content,aiming at the improving the efficiency and quality of overseas talents policies and stimulating the governance vitality of overseas talents in China's emerging cities.
