政府数字化转型的地方路径:基于“资源-压力”模型

Pathways to Digital Governance:Based on the“Resource-Pressure”Model

在中央的顶层部署和努力推动下,各地政府纷纷推动治理方式的数字化转型。然而,就其数字化转型方式和治理成效而言,各地政府存在着明显的地方性差异。本文以31个省的政府数字化转型方式作为研究对象,运用混合方法集合理论,基于“资源-压力”分析模型,实证探索影响地方政府数字化转型的因素和机制。本文研究发现,对于经济相对发达的地区,基础资源是推动数字化转型的关键因素;对于经济欠发达地区,社会创新资源和社会压力能够有效带动数字化转型。以“资源”和“压力”为轴建立类型学分析矩阵,由此产生双向驱动型、资源依赖型、社会压力拉动、创新资源刺激型四种转型类型。总体而言,我国地方政府的数字化转型是资源和压力相互依赖作用的结果,资源是塑造政府数字化转型的基本前提,但压力也在调适着资源对于转型程度的影响。

With the directives of the central government,local governments in China have been promoting the digital transformation of governance.However,there are provincial differences in their levels of digital governance.This paper examines the digital transformation of 31 provinces,using fuzzy-set qualitative comparative analysis(fs QCA)and case studies.It identifies the causal explanations of the successful digital transformation among provincial governments.It suggests that political and socioeconomic resources are the key driving forces to achieving successful digital transformation in relatively developed provinces.In underdeveloped provinces,social pressure and social innovation resources can effectively bolster digital transformation.This paper also develops a typology of digital transformation by the dimensions of resource and pressures:2 Wheel-Drive;Resource-Reliance;Pressure-Driven;Innovative Simulation.In brief,the digital transformation of local governments in China is the result of the interaction between resources and pressure.
