摘要
危机情境下政策爆发的形成过程和发生机理仍有待揭示。本研究借鉴流行病暴发“三位一体”理论模型,构建危机响应政策爆发式扩散的理论分析框架,对全国省级健康码政策的扩散过程、趋势和特征进行实证分析,旨在揭示危机情境下政策爆发的过程及生成机理。研究发现注意力分配在危机学习和政策扩散互动关系中发挥作用,有效提升了政策扩散的速度。危机学习、注意力分配和政策扩散的互动不仅为解释危机情境下政策爆发提供了一个分析框架,同时还丰富了注意力分配和政策扩散研究的理论谱系,对危机情境下不同类型政策爆发的理论解释提供有益参考。
The formation process and mechanism of policy outbreaks in crisis situations remain to be revealed.To explore the process and mechanism of policy outbreaks in crisis,the study draws on the‘trinity'theoretical model of epidemic outbreaks to construct a theoretical analysis framework for policy outbreaks of crisis-response policies,conducts an empirical analysis of the provincial health code policy on the diffusion process,trend,and characteristic.This paper focuses on the role played by attention allocation in the interaction between crisis learning and policy diffusion,which can effectively improve the speed of policy diffusion.The interaction of crisis learning,attention allocation,and policy diffusion not only provides an analytical framework for explaining policy outbreaks in crisis but also broadens the theoretical spectrum of attention allocation and policy diffusion research,providing a useful reference for the theoretical explanation of different types of policy outbreaks in crisis.
