乡村数字治理的技术主义迷误及其社会性调适

The Technocratic Misunderstanding of Rural Digital Governance and Its Social Adjustment

在国家治理视域中,乡村数字治理承载着实现乡村“治理有效”乃至“善政良治”治理理想的社会期待。在这一背景下,认为数字技术能够“包打一切”的执念,逐渐在乡村数字治理的探索实践中显露出来。这极易导致人们对这一新兴治理模式中数字技术的功能和作用产生迷误。事实上,数字治理所裹挟的技术主义与乡村治理所内蕴的公共性价值之间,是存在内在张力的。这一张力,是数字技术难以深嵌乡村社会人情伦理以及人际关系网络的根源。如果不能恰切地对技术进行社会性调适,数字治理就会“悬浮”于乡土社会之上而难以真正发挥其正向功能。为此,在乡村数字治理的探索实践中,要关注其社会兼容度,并运用社会力量调适和超越技术主义思维的片面性,以纾解乡村数字治理的技术主义迷误问题,使之真正成为助力国家治理理想和乡村振兴目标实现的技术驱动和赋能工具。

From the perspective of national governance,rural digital governance carries the social expectation of realizing the ideal of“effective governance”and even“good governance”in rural areas.Under this background,the belief that digital technology can“cover everything”has gradually emerged in the exploration and practice of rural digital governance,resulting in people being easily confused about the function and role of digital technology.In fact,there is an inherent tension between the technocracy wrapped up in digital governance and the public value inherent in rural governance.This tension is the root cause of the inability of digital technology to deeply embed itself in the ethical and relational networks of rural society.If technology cannot be properly socially adapted,the rural digital governance will be“suspended”above the vernacular society,making it difficult for it to truly perform its positive functions.Therefore,in the exploration and practice of rural digital governance,we should pay attention to its social compatibility,and use social forces to adjust and transcend the one-sidedness of technocratic thinking,so as to alleviate the problem of technocratic misunderstanding of rural digital governance and make it truly a technology-driven and enabling tool to help achieve the ideal of national governance and rural revitalization.
