未来乡村建设中乡村公共精神的重塑机制研究

The Reshaping Mechanism of Rural Public Spirit in Future Rural Construction

与传统村庄样态相比,未来乡村不仅主体更加多元,而且尤其强调主体间的合作与包容。这对乡村公共精神的重塑提出迫切要求。浙江省诸暨市枫江村从“信访大村”到未来乡村的发展过程中,乡村公共精神重塑机制发挥了重要作用:一是党建统领,坚持党员带头、价值支撑和愿景引领;二是制度保障,加强村干部监管制度建设,同时建立完善村民权益保护制度;三是空间孕育,建好用好村民参与乡村治理的现实空间和虚拟空间;四是市场促发,引入市场机制大力发展村集体经济,让村民共享村庄发展的成果。

Compared with the traditional village,the future village not only has more diversified subjects,but also emphasizes the cooperation and tolerance among subjects,which urgently requires reshaping rural public spirit.In the transformation from"petition village"to future village of Fengjiang in Zhuji City,Zhejiang Province,the reshaping mechanism of rural public spirit has played an important role.It adheres to Party leadership,and insists on Party members taking the lead,value support and vision guidance.The supervision system for village officials is constructed and the protection system for villagers'rights and interests is established.Both real and virtual space for villagers to participate in village governance is built.The market mechanism is introduced to development collective economy,so that villagers share the fruits of village development.
