摘要
我国公民参与公共服务绩效评价虽已取得明显进展,但能动而实质性的参与举步维艰。本研究借助N市问卷调查数据,采用多元线性回归模型,对公民参与能动性的影响因素进行分析。研究结果表明,在公共服务绩效评价过程中,公民的参与能动性总体上不足,公民评价的“象征性参与”突出。公民参与的能动性受个体、政府、社会等多层面因素影响,其中个体因素的影响力最大,且参与认知是影响能动性的重要因素。因此,在参与式绩效评价体系中,政府应着力培育积极的公民资格,重视公民参与的能力建设,加强官员对公民参与的支持,构筑公民表达空间,完善社会志愿机制,进而助推公共服务水平的实质性提升。
Although significant progress has been made in the performance evaluation of Chinese citizen participation in public services,active and substantive participation is difficult.This study utilizes survey data from N city and adopts the multiple linear regression model to analyze the influence factors of citizen participation initiative.The empirical research result indicates that in the process of public service performance evaluation,the citizen participation initiative is generally insufficient,and the“symbolic participation”of citizen evaluation is prominent.The initiative of citizen participation is influenced by multiple factors such as individual,government and the society,among which individual factors have the greatest influence,and the participation cognition is an important factor affecting initiative.Therefore,in the participatory performance evaluation system,the government should focus on cultivating positive citizenship,value the capacity building of citizen participation,strengthen officials’support for citizen participation,build a space for citizen expression and improve the social volunteer mechanism to further promote the substantial improvement of public service.
