摘要
为确保EPC(工程总承包)项目联合体的协调发展以及项目的顺利进行,以EPC工程项目联合体为协调管理绩效评价主体,结合联合体成员协调管理内容以及项目的实际特点,经过有关文献的检索与分析,从权责利分配合理性、目标协同程度、总承包部管理能力、总承包部协调能力、联合体成员间信任5个方面建立联合体协调管理绩效评价指标体系。运用模糊综合评价法,以杭州之江路输水管廊及道路提升EPC项目为实例,对EPC项目联合体协调管理绩效进行评价。
In order to ensure the coordinated development of EPC project consortium and the smooth progress of the project,combined with the coordination management content of consortium members and the actual characteristics of the project,EPC project consortium is taken as the main body of coordination management performance evaluation.Through literature retrieval and analysis,the performance evaluation index system of coordination management of consortium is established from five aspects:rationality of distribution of power,responsibility and profit,degree of coordination of objectives,management ability of general contracting department,coordination ability of general contracting department and trust among consortium members.Combined with fuzzy comprehensive evaluation method and taking Hangzhou Zhijiang pipeline corridor and road upgrading EPC project as an example,the coordination management performance of EPC project consortium is evaluated.
