摘要
科学合理的应急物资储备中心选址规划和充足的应急物资储备是应对突发公共卫生事件的有效措施和重要保障。为了优化突发公共卫生事件下区域应急物资储备中心选址与规划,以福建省9地市为实证对象,构建中心选址评价指标体系,综合应用熵权-TOPSIS法、K-means聚类分析法对相对接近度进行测算,借助改进的引力模型确定福建省应急物资储备中心选址方案。结果表明:福州相对接近度最高,对全省各城市均有较强的辐射带动作用,适合作为福建省应急物资储备中心;厦门、泉州对闽西南地区有一定辐射作用,可以构建以福州为中心、厦门和泉州为副中心的“一主两副”福建省应急物资储备中心的选址规划方案。
Scientific and reasonable location planning of emergency material reserve center and sufficient emergency material reserve are effective measures and important guarantees to deal with public health emergencies.In order to optimize the site selection and planning of regional emergency material reserve center under public health emergencies,the evaluation index system of center site selection was constructed by taking 9 cities in Fujian Province as the empirical object,and the relative proximity was measured by entropy weight-TOPSIS method and K-means clustering analysis method.The improved gravity model is used to determine the location scheme of Fujian emergency material Reserve Center.The results show that Fuzhou has the highest relative proximity,which has a strong radiation driving effect on all the cities in Fujian province,and is suitable to be used as the emergency materials reserve center in Fujian Province.Xiamen and Quanzhou have a certain radiating effect on the southwest of Fujian Province,so the site selection planning scheme of Fujian emergency material Reserve Center with Fuzhou as the center and Xiamen and Quanzhou as the sub-centers can be constructed.
