摘要
“十四五”规划纲要提出,要加快发展方式绿色转型,坚持生态优先、绿色发展,协同推进经济高质量发展和生态环境高水平保护。推动经济和生态协调的绿色发展是我国经济社会的重要任务,而绿色金融作为一种将环境因素与金融风险和回报结合起来的金融创新,旨在引导资本流向低碳经济和可持续发展领域,以实现经济、社会和环境的绿色发展,是推进绿色发展的动力源泉。本文梳理了国外主要经济体和我国的绿色投资脉络,总结了绿色金融发展现状和挑战,指出绿色金融是推动绿色发展的重要制度创新,并提出了科学规划绿色金融顶层设计,加强提升“绿色”专业能力,多元化丰富绿色投资渠道,推动绿色“一带一路”国际合作的主要路径,为推动绿色发展提供了路径选择。
The 14th Five-year Plan Outline proposes to accelerate the green transformation of development modes,adhere to ecological priority and green development,and promote high-quality economic development and high-level protection of the ecological environment in a coordinated manner.Promoting the green development of coordinating economy and ecology is an important task for China s economic and social development.As a financial innovation that combines environmental factors with financial risks and returns,the green finance aims to guide capital towards the low-carbon economy and fields of sustainable development to achieve green development of the economy,society and environment.It is the source of power for promoting green development.This article reviews the green investment context of major economies abroad and in China,summarizes the status quo and challenges of green finance,points out that green finance is an important institutional innovation for promoting green development,and proposes to plan the top-level design of green finance scientifically,enhance the green professional capabilities,diversify the green investment channels,and promote the main path of international cooperation in the green Belt and Road Initiative,providing the paths for propelling the green development.
