协同学视域下基础教育集团化办学的模式、治理及其资源配置 被引量:7

The Mode, Governance and Resource Allocation of Group School-running in BasicEducation: A Perspective of Synergetics

摘要 在追求公平而有质量的教育发展大背景下,基础教育集团化办学是一项均衡教育资源配置、缓解择校问题、保障教育公平的重要举措。从协同学视角出发,对集团化办学的模式、治理和资源配置三个层面进行理论探究。集团化办学模式主要依赖成员校的学校特质、组织间关系与集团化合作程度等方面。集团化办学治理实践需要不断探索与创新,使得集团层面的治理架构和制度规则充分为集团的发展赋权增能。集团化办学的资源配置应聚焦三个层面:课程资源的共建、共享与共研,教师资源的协调、发展与流动,以及集团文化资源的共创、共享与共融。 Under the background of pursuing fair and quality education development,the collectivization of basic education is an important measure to balance the allocation of education resources,alleviate the problem of school selection and ensure education equity.From the perspective of synergetics theory,this paper makes a theoretical contribution on the mode,governance and resource allocation of group school-running.The mode of group schoolrunning mainly depends on the school characteristics of member schools,the relationship between organizations and the degree of school cooperation.The practice of group school governance needs continuous exploration and innovation,so that the governance structure and institutional rules at the group level can fully empower the development of the group.The resource allocation of group education should focus on three levels:the co-construction,sharing and co-research of curriculum resources,the coordination,development and flow of teacher resources,and the co-creation,sharing and co-integration of group cultural resources.
