摘要
教育高质量发展是乡村振兴战略推进的必然需要,教育高质量发展赋能乡村振兴是乡村教育从高速度到高质量发展转变的问题流、乡村教育政策实践积累和变迁的政策流、城乡融合发展与乡村教育公平内涵深化的政治流三流耦合的结果。基于相关政策文本发现,教育高质量发展赋能乡村振兴的政策目标定位是发挥乡村教育在乡村振兴战略中的人才与智力支持作用,参与主体是以内部主体为主形成发展协同力,施策内容是聚焦在乡村学前教育、义务教育、教师队伍建设等关键问题,施策方式上偏好运用能力建设工具。为促进教育高质量发展赋能乡村振兴,可从政策议程维度激活教育高质量发展赋能乡村振兴的内生发展动力,从政策要素维度挖掘教育高质量发展赋能乡村振兴内生发展实力,从政策工具维度培育教育高质量发展赋能乡村振兴内生发展能力。
High quality education development is a necessary requirement for advancing the rural revitalization strategy.The rural revitalization empowered by high quality education development is the result of the coupling of three flows,namely,the problem flow of rural education from high speed to high quality development,the policy flow of accumulation and change of rural education policy practice,and the political flow of the integration of urban and rural development and the deepening of the connotation of equity in rural education.Based on the relevant policy texts,we find that the policy target orientation of the rural revitalization empowered by high quality education development is to give full play to the role of rural education in talent and intelligence support in the strategy of rural revitalization.The participants are mainly internal subjects,and they form synergy for development together.The content of the policy is to focus on key issues such as preschool education,compulsory education and the construction of teachers in rural areas.In the way of policy,they prefer to use capacity building tools.To promote the rural revitalization empowered by high quality education development,we can activate endogenous growth drivers of the rural revitalization empowered by high quality education development from the policy agenda dimension,explore endogenous development strength of the rural revitalization empowered by high quality education development from the dimension of policy elements,and cultivate endogenous development capacity of the rural revitalization empowered by high quality education development from the dimension of policy tools.
