以礼河四级电站复建工程设计概算执行过程管理

Design Estimate Execution Process Management of Yilihe Fourth Cascade Hydropower Station Reconstruction Project

以礼河四级电站复建工程属移民专业项目,鉴于建设资金来源的特殊性,工程项目投资控制依据云南省大中型水利水电工程移民资金管理办法进行管理。从项目设计概算调整的必要性、调整的原则及调整的完整性等方面,阐述了概算的调整过程及确认的调整概算值;按照“静态控制,动态管理”和“总量控制,合理调整”的建设投资控制原则,在项目的实施过程中,通过分标规划、招标策划、合同执行管理等手段,促进设计(调整)概算有效实施,实现项目投资可控在控。

Yilihe Fourth Cascade Hydropower Station Reconstruction Project belongs to the special project of resettlement.In view of the particularity of construction fund sources,project investment control is managed according to fund management measures for resettlers of large and medium-sized water conservancy and hydropower projects in Yunnan Province.From the aspects of necessity,principle and completeness of adjustment of project design estimate,this paper elaborates adjustment process of estimate and confirmed adjustment estimate.According to the principles of construction investment control of"static control,dynamic management"and"total quantity control,reasonable adjustment",the design(adjustment)budget can be effectively implemented by means of bid-dividing planning,tender planning and contract execution management during the implementation of the project,so that the project investment can be controlled.
