自20世纪70年代以来,欧洲国家在能源安全和气候政治的双轮驱动下,不断推进能源转型进程,化石能源消费结构持续转变,清洁能源较快发展,核能作用“摇摆”。乌克兰危机深刻暴露了欧盟能源结构和能源安全的脆弱性和突出短板,欧盟能源对外依赖造成的能源系统脆弱性持续,能源转型面临更多限制性因素。能源因素对欧盟经济的负面影响进一步加深,欧盟能源转型的政治意愿进一步坚定。低碳绿色转型是未来欧盟能源发展的主线及主要驱动力,乌克兰危机将从根本上改变欧盟能源供应和能源消费的格局,也将从政治和安全维度为欧盟能源转型注入更多动力。

Since the 1970s,European countries,driven by the twin wheels of energy security and climate politics,have been pushing forward the energy transformation process,with a continuous shift in the structure of fossil energy consumption,significant development of clean energy,and a “swing” in the role of nuclear energy.The Ukraine issue has profoundly exposed the vulnerability and weaknesses of the EU's energy structure and energy security.The vulnerability of the EU's energy system caused by external energy dependence continues and the energy transition faces more restrictive factors.The negative impact of energy factors on the EU economy has deepened further and the political will of the EU energy transformation is further strengthened.The low-carbon and green transformation is the main line and main driver of the EU's energy development in the future.The Ukraine issue will fundamentally change the pattern of energy supply and energy consumption in the EU and will also inject more impetus into the EU's energy transformation from the political and security dimensions.
