农业现代化背景下家庭农场的发展困境与现实路径

The Development Dilemma and Realistic Path of Family Farms under the Background of Agricultural Modernization

我们党历来重视“三农”问题,特别是党的十八大以来,以习近平同志为核心的党中央不断就新型经营主体等发表一系列具有科学性、前瞻性的讲话,为新发展阶段推动“三农”问题的解决和农业的高质量发展提供现实指引。家庭农场在我国作为一种新型经营主体,是应对人多地少、土地细碎等问题的有效途径,是破解“三农”问题的重要抓手,是创新农业生产经营体制的重要形式,也是走中国特色农业现代化道路的重要途径,促进其推广和应用有着极强的现实动因和内在张力。但在现实发展过程中还存在着融资难、劳动者整体素质偏低、农业社会服务体系不健全等问题,为此,要通过完善社会服务体系、提升劳动者素质、提高农业机械化和科学化水平、加强农业保险制度体系建设来破除家庭农场发展过程中的现实困境。

Communist Party of China has always attached importance to the issue of“agriculture,rural areas and farmers”.Especially since the 18th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping at its core has continuously delivered a series of scientific and forward-looking speeches on new business entities,providing practical guidance for promoting the solution of the“agriculture,rural areas and farmers”.As a new type of business entity in China,family farms are an effective way to deal with problems such as more people and less land and land fragmentation.It is an important starting point to solve the problem of“agriculture,rural areas and farmers”,an important form of innovating the agricultural production and management system,and an important way to take the road of agricultural modernization with Chinese.It has a strong realistic motivation and internal tension.However,in the actual development process,there are still problems such as financing difficulties,low overall quality of workers,and unsound agricultural social service system.Therefore,it is necessary to break the dilemma in development process of family farms by improving the social service system,improving the quality of workers,improving the level of agricultural mechanization and scientificization,and strengthening the construction of the agricultural insurance system.
