西夏经略司、五府机构蠡测

A Survey of the Xixia Economic Strategy Department and Five Prefectural Institutions

在系统研究西夏监军司的基础上,指出经略司是西夏后期设置的地方统军机构,驻地与五府相同,即在兴庆府以外,在灵州大都督府、甘州夷州府、凉州西凉府、夏州中州府设置四个经略司。经略司也是中央的派出机构,其级别高于属于次等司的五府,协调统筹若干个监军司,在对外作战时统帅多个监军司的兵力,并负责统一指挥局部战争;负责磨勘监军司文武官员考课,按规定考核监军司和本地府州城寨长官的功过行能,并报中书、枢密。东经略司可能驻中州府(夏州)、东南经略司驻灵州大都督府(灵州)、西路经略司驻西凉府(凉州)、西北经略司驻夷州府(甘州)、黑水镇燕监军司归西路经略司(凉州府)管辖。京师地区兴庆府不设经略司,由中书、枢密直接管辖,这也证明了经略司是中书、枢密的派出机构。另外,据现有史料看,西夏经略司可能仅设置四个。

Based on the systematic study of the military supervision Department of the Xixia,the author thinks that the military supervision Department of the Xixia is a local military organization set up in the late of Xixia,with the same residence as the five prefectures,that is,outside the Xingqing Prefecture,there are four military supervision departments set up in Lingzhou,Ganzhou,Liangzhou and Xiazhou.The Department of Economic Strategy is also dispatched by the central government,whose rank is higher than that of the five subordinate departments.It coordinates and co-ordinates several superintendency departments,commands the troops of several superintendency departments in external operations,and is responsible for unified command of local wars,for examination military officers of the superintendency department,and for assessment of the merits and demerits of the superintendency department and the chiefs of local prefecprefecars.According to regulations,and reports them to the central government.The article also speculated that the East Jingluesi might be located in Zhongzhou Prefecture(Xiazhou),the Southeast Jingluesi in Lingzhou Prefecture(Lingzhou),the West Jingluesi in Xiliang Prefecture(Liangzhou),the northwest Jingluesi in Yizhou prefecture(Ganzhou),and the Yan Jianjunsi in Heishui City was under the jurisdiction of the West Jingluesi(Liangzhou).Xingqing Prefecture in the capital region did not set up Jingluesi,but was directly under the jurisdiction of Zhongshu and Shumi,which also proved that the Jingluesi was the agency of Zhongshu and Shumi.It is also speculated that there may be only four divisions of the Xixia.
