The Process of People's Democracy in the Whole Process

党的二十大报告对“发展全过程人民民主,保障人民当家作主”作出了全面部署、提出了明确要求。全过程人民民主的过程性属性是中国特色社会主义民主的基本属性,实现了民主程序的“全”与民主价值的“全”、民主运行过程与民主运行逻辑、民主事实发展规律与民主价值实现规律的有机统一。这种过程性表现为民主制度整体性与民主事实全面性、民主阶段上的持续性与民主时空上的持续性、党政机关社会团体在民主保障上的协同性与人民参与的共同性。全过程人民民主的过程性制度结构是由民意征集、民意协商、民主决策、民主管理和民主监督等制度要素构成的,形成了纵横交错的制度运行体系,并具有民主流程闭环化、民主责任化与民主真实化的制度特点和制度优势。

The report of the 20th National Congress of the Communist Party of China has made a comprehensive deployment and put forward clear requirements for"developing people's democracy in the whole process and ensuring people's ownership of the country".The process attribute of people's democracy in the whole process is the basic attribute of socialist democracy with Chinese characteristics.It realizes the organic unity of the"integrity"of democratic procedures and democratic values,the democratic operation process and the logic of democratic operation,the development law of democratic facts and the realization law of democratic values.This process is embodied in the integrity of the democratic system and the comprehensiveness of the democratic facts,the continuity of the democratic stage and the continuity of the democratic time and space,the coordination of the party and government organs and social organizations in the democratic guarantee and the commonality of the people's participation.The process institutional structure of people's democracy in the whole process is composed of such institutional elements as public opinion collection,public opinion consultation,democratic decision-making,democratic management and democratic supervision.It has formed a crisscross system of system operation and has the institutional characteristics and advantages of closed-loop democratic process,democratic responsibility and democratic reality.
