现代环境治理体系中企业环境责任制度的构建

Corporate Environmental Responsibility from the Perspective of Modern Environmental Governance

当前我国生态环境保护面临的困境表明以政府为单一主导的传统环境治理体系无法有效应对日益复杂的环境问题和环境风险。吸纳多方主体加入公共事务管理,构建“多元主体参与、多种规制工具并存”的环境治理体系成为推进我国环境治理体系现代化、提升环境治理能力的必然选择。在多元共治理念的指导下,企业环境责任制度的构建有助于鼓励企业在环境治理中发挥积极性、主动性和创造性,充分发挥市场在资源配置中的作用,在尊重企业自身发展需求的基础之上,实现经济效益和环境效益的双赢。企业环境责任制度的构建,将有助于进一步优化政府和企业在环境治理中的关系,明确不同主体的功能定位,充分发挥不同主体在环境治理中的优势,从而进一步丰富我国环境治理的工具箱,实现环境治理的最优效果。

The current dilemma of China's environmental protection simply indicates that the traditional government-led environmental governance system could not effectively dealt with the growing complicated environmental problems and environmental risks.It becomes imperative for policymakers to introduce a variety of actors to participate in public affair administration and to develop the modern environmental governance system featuring by multiple actors involved and various regulatory tools available.In this context,the introduction of corporate environmental responsibility could encourage companies to participate in environmental protection on a voluntary and active basis.Meanwhile companies could benefit from the engagement of corporate environmental responsibility in both financial and non-financial terms.Moreover,the introduction of corporate environmental responsibility is to optimize the government-business relationship in environmental governance,by clarifying their respective roles and functions,exploiting their respective advantages and thus enriching the toolbox of China's environmental governance.
