中俄联合申报世界记忆遗产的路径研究——以日本细菌战档案为中心

Research on the Path of Sino-Russian Joint Application for Memory of the World Programme--Centering on the Japanese Bacteriological Warfare Archives

日本细菌战档案是侵华日军第七三一部队实施细菌战、人体实验等反人类暴行的真实凭证,中俄两国保存的档案在真实性、稀有性和完整性方面符合世界记忆遗产申报标准,且构成了相互交织、互为印证的证据链。立足档案自身特点,借鉴南京大屠杀档案申遗成功经验,探讨中俄联合申遗的重要意义,进而从实操层面提出对策建议。

Japanese bacteriological warfare archives are true evidence of Unit 731,a unit of Japanese army invading China,in committing atrocities against humanity such as conducting bacteriological warfare and carrying out human experiments and so on.The archives preserved in both China and Russia meet the application standards of Memory of the World Programme in terms of authenticity,rarity and integrity,and form a chain of evidence which is intertwined and mutually corroborating.Based on the characteristics of the archives while drawing on the successful experience of Nanjing Massacre Archives in applying for Memory of the World Programme,this paper explores the significance of Sino-Russian joint application and furthermore puts forward countermeasures and suggestions in practical operation.
