摘要
为掌握“2+26”城市大气重污染成因,并为其实现攻关目标提供技术支撑,通过实地调研、数据统计等方法,识别了“2+26”城市冶金行业大气污染防治工作中的短板,包括产业布局不合理、企业上下游产能配比不合理、冶金企业装备水平参差不齐、钢铁行业产量不降反增、污染治理水平较低等。在此基础上,综合评估了冶金行业各项重点管控措施及成本效益,制定了“2+26”城市冶金行业分阶段管控路线,包括提出了各重点区域的结构调整、布局建议,开发新的大气污染防治技术、明确了环境监管体系建设方案,核算了管控路线减排潜力,预计在区域内通过采取结构调整、加强治理及管理等综合措施后,冶金行业颗粒物、二氧化硫、氮氧化物排放总量可分别减排约64%、45%、50%,其中有色行业减排约80%、50%、75%,钢铁(含焦化等)行业减排约63%、42%、48%,从而为“2+26”城市冶金行业全面调控及治理提供了重要依据。
In order to investigate the causes of heavy air pollution in“2+26”cities and provide technical support for the pollution control realization,the shortcomings in the prevention and control of air pollution in“2+26”cities′metallurgical industry were identified by means of field research and data statistics,which including unreasonable industrial layout,unreasonable ratio of upstream and downstream production capacity,uneven equipment level of metallurgical enterprises,irrational capacity change that does not decrease but increases,and backward level of contamination control,etc.On this basis,the cost-effectiveness of various key control measures in the metallurgical industry is comprehensively evaluated,and the phased management and control route for the metallurgical industry in“2+26”cities is formulated,including suggestions for adjustment of the structure and layout in each key area,defining of the environmental supervision system construction plan and further accounting the emission reduction potential.It is expected that after comprehensive measures such as structural adjustment,the enhancement of governance and management in certain regions,the emission of the metallurgical industry′s particulate matter,sulfur dioxide,and nitrogen oxide can be reduced by approximately 64%,45%and 50%,respectively.In terms of industry segment,the emission reduction of the nonferrous metals industry will be about 80%,50%and 75%,respectively.Correspondingly,the emission reduction of the iron and steel industry(including coking,etc.)will be about 63%,42%and 48%,respectively.This provides an important basis for the comprehensive regulation and governance of the metallurgical industry in“2+26”cities.
