美国、澳大利亚、加拿大青少年体质健康政策实施启示

Enlightenment from the Implementation of Physical Health Policies forAdolescents in the United States, Australia and Canada

采用文献研究法、逻辑分析法、比较研究法,梳理美、澳、加青少年体质健康政策的溯源与实践经验。研究认为,美国学术科研的迭代发展、澳大利亚生活本位理念、加拿大青少年体质健康政策与体育立法紧密结合是青少年体质健康政策产出的源泉。青少年体质健康政策协同,体力活动计划促进体质健康,体质健康政策法律化建设是美、澳、加青少年体质健康政策实践的宝贵经验。对我国的启示:强化学术科研与青少年体质健康政策的榫卯连接;以协同共治作为主要治理方式,促进青少年体质健康政策贯彻落实;打破传统“自上而下”政策执行模式,夯实政策落地效果;强化政、法有机结合,构筑青少年体质健康政策法治体系。

Used the methods of literature research,logical analysis and comparative research to sort out the origin and practical experience of adolescent physical health policies in the United States,Australia and Canada,and put forward the enlightenment for China.It is concluded that the iterative development of academic research in the United States,the life-oriented concept in Australia,and the close integration of physical health policy for youth and sports legislation in Canada are the sources of output of physical health policies for adolescents.The coordination of physical health policies for adolescents,the using of physical activity plans to promote physical health,together with the legalization of physical health policies are valuable experience in the practice of physical health policies for adolescents in the United States,Australia,and Canada Enlightenment to China.Scientific researchers should strengthen the connection between academic research and adolescent physical health policy.The government departments should promote the implementation of the adolescent physical health policy by taking collaborative governance as the main way of governance.Break the traditional“top-down”policy implementation mode and consolidate the policy implementation effect.The combination of politics and law needs to be strengthened,and a legal system of adolescent physical health policies should be built.
