乡村振兴背景下数字技术赋能农村垃圾治理研究

Empowering Rural Waste Governance with Digital Technologyunder the Strategy of Rural Revitalization

数字乡村建设是全面实施乡村振兴战略的重要内容,也是推进乡村治理体系和治理能力现代化的关键举措。用数字技术赋能农村垃圾治理,可以丰富数字技术在乡村地区的治理场景,是数字治理的进一步拓展。数字技术赋能农村垃圾治理具有价值、技术、实践三重逻辑。目前,数字技术赋能农村垃圾治理存在技术之“困”、治理之“缺”、素养之“乏”、信任之“危”等现实难题,可以通过加大资源投入、建立协同供给机制、提高治理主体数字素养、转变治理理念等措施来加以解决,以期早日实现乡村全面振兴。

Digital rural construction is not only an important part of the comprehensive implementation of the rural revitalization strategy,but also a key measure to promote the modernization of the rural governance system and capacity.Empowering rural waste governance with digital technology can enrich the governance scene of digital technology in rural areas,which is a further expansion of digital governance.Digital technology empowers rural waste governance with logical dimensions of value,technology and practice.At present,there are still some practical problems in the process of empowering rural waste governance with digital technology,such as difficulty in technology,deficiency in governance,lack of literacy,and crisis of trust,which can be solved by increasing resource investment,establishing a collaborative supply mechanism,improving the digital literacy of governance subjects,and transforming governance concepts,so as to achieve comprehensive rural revitalization as soon as possible.
