高质量人才培养导向下公共管理学科“产学研”协同育人机制研究

摘要 加强高质量人才培养体系的建设,推进“产学研”协同创新,培养高层次、应用型、复合型、创新型的公共管理人才,是建设现代化经济体系和现代化治理体系的必然要求。为此,本文遵循“发现问题—分析问题—解决问题”的逻辑思路,首先挖掘与分析高质量人才培养导向下公共管理学科“产学研”协同育人方面尚存的供需匹配困境;其次构建了公共管理类人才的胜任素质结构模型,回应供需匹配困境,提炼出“产学研”协同育人的改革内容;最后构建与社会需求相适应的公共管理学科“产学研”协同育人机制,以实现高质量人才培养的导向。 “Curriculum Ideology and Politics” is a new requirement of college education in the new era, as well as the deepening of ideological and political education teaching reform and practical innovation. In order to truly solve the “isolated island” Dilemma and “two skin” phenomenon of Ideological and political education in Colleges and universities caused by teachers “don't want to teach”, “can't teach” and “can't teach well”, and give full play to the responsibility of “planting fields and guarding canals” of each course, we must start with ideological and political classroom teaching in Colleges and universities to achieve real results, and clarify the problems of why to teach, who to teach, what to teach, how to teach, and how to evaluate in the ideological and political design of courses. In the teaching practice of Ideological and political education, we should adhere to the value goal of Building Morality and cultivating people as the core, and implement the ideological and political education in the whole process of education;Form the main body participation atmosphere of all staff education, and ensure the talent resource guarantee of curriculum ideological and political education;Deeply excavate curriculum education resources, and actively create an internal and external environment rich in Ideological and political elements of the curriculum;Close to the reality of students' study and life, carry out scientific, vivid, rich and vivid teaching practice;We should promote students' development with ideological and political evaluation of curriculum, and establish an evaluation system in which teachers actively participate.
