面向地震应急管理的地震灾害档案信息服务能力建设

Research on Capacity Building of Information Service for Earthquake Disaster Archives in Earthquake Emergency Management

本文立足于地震灾害档案信息服务能力与地震应急管理工作的内在关联,对当前研究动态和实践症结进行了概述,通过分析面向地震应急管理的地震灾害档案信息服务能力的表现形式,从推动地震灾害档案信息服务与应急管理的深度融合、促进信息的共建共享、在档案治理中提升地震灾害档案信息服务能力三个角度提出地震灾害档案信息服务能力建设的路径。通过探讨在地震灾害应急管理工作中全程融入地震灾害档案信息服务,针对地震应急处置工作不同阶段中政府和社会各界关于地震灾情和决策支持信息需求,提供精准高效的地震应急响应和应急处置工作信息服务,提升地震应急处置能力。

In this thesis,based on the internal relationship between the ability of earthquake disaster archives information service and earthquake emergency management,the current research trends and practical crux are summarized,and the manifestations of the ability of earthquake disaster archives information service for earthquake emergency management are analyzed.From three aspects of promoting the deep integration of earthquake disaster archives information service and emergency management,promoting the co-construction and sharing of information,and improving the ability of earthquake disaster archives information service in archives management,this thesis puts forward the path of building the ability of earthquake disaster archive information service.This thesis discusses the integration of earthquake disaster archives information service into the whole process of earthquake disaster emergency management,in order to provide accurate and efficient information services for earthquake emergency response and emergency disposal according to the information needs of the government and all sectors of society on earthquake disaster situation and decision support in different stages of earthquake emergency response,so as to enhance the ability of earthquake emergency disposal.
