财政支出对产业高质量发展影响分析--基于五大发展理念

An Analysis of the Impact of Fiscal Expenditure on High-Quality Iindustrial Development:Based on the Five Concepts for Development

文章选取我国2010—2019年30个省份的面板数据,基于五大发展理念构建评价体系,采用熵权法赋权衡量各地区产业高质量发展水平,并运用面板模型研究财政支出对我国产业高质量发展的作用效应。结果发现:第一,我国产业高质量发展水平整体呈现上升趋势,但地区之间产业发展不协调;第二,财政支出增加促进产业高质量发展,财政分权抑制产业高质量发展;第三,外商直接投资额能显著促进产业高质量发展,城镇化率、就业人口受教育程度和人均GDP对产业高质量发展影响不显著。建议可通过协调区域产业发展、调控财政支出规模、合理分配央地财力等措施,促进我国产业高质量发展。

This paper selects panel data from 30 provinces in China from 2010 to 2019,selects 28 indicators based on the five development concepts,and uses the entropy weight method to weigh the high-quality development level of industries in each region,and the panel model is used to study the effect of fiscal expenditure on the high-quality development of China's industry.The results show that:First,the overall development level of high-quality industry in China shows an upward trend,but the regional industrial development is not coordinated;Second,the increase in fiscal expenditure promotes high-quality development of industries,while fiscal decentralization inhibits high-quality development of industries;Third,foreign direct investment can significantly promote the development of high quality industry,urbanization rate,the education level of the employed population and per capita GDP on the impact of high quality industry development is not significant.This paper suggests that we should coordinate the development of regional industries,control the scale of fiscal expenditure and allocate the financial resources of central and local governments in order to promote the high-quality development of Chinese industry.
