The Historical Changes,Political Efficacy and Fundamental Experience of the Leadership of the Communist Party of China in State Building

中国共产党作为中国式现代化的领导核心,在革命、建设与改革过程中,领导国家建设实现发展前途转换、发展道路转变、发展体制转轨和发展方式转变,成功走出一条以政党领导为特征的中国式现代化道路。这条道路超越了西方现代化理论对政党地位与功能的狭隘理解,充分展现了中国共产党领导国家建设的价值凝聚效能、权威塑造效能和组织动员效能。在党领导国家建设过程中,形成了坚持党的集中统一领导、坚持党的自觉组织变革、坚持党的自主理论创新、坚持党的政策创新试验等基本经验。这些经验有利于中国式现代化的理论发展,并为后发国家的现代化实践提供参考。

The relationship between the Communist Party of China(CPC)and China’s modern state building is an important research topic in the study of contemporary China’s modernization.As the leadership core of the Chinese path to modernization,the CPC has led the Chinese people to a path to modernization with Chinese characteristics,pioneering in the modernization history of humanity.This modernization path that relies on the leadership of political parties is beyond the confined understanding of the function of political parties in western modernization theories and it reveals than the political parties take dominant position and have crucial function in state building,which this has been underestimated.In particular,since World WarⅡ,many developing countries following the western model have encountered failures of their modernization during its transformation.China’s modernization is undoubtedly of great theoretical and practical significance.Therefore,this article first presents the leading role of the CPC in state building by reviewing the major historical changes in the state building led by the CPC.Second,from the perspective of political efficacy,it analyzes the reasons why the CPC succeed in leading Chinese people to establish a modern country.The CPC has effectively transformed its own leadership ability and leadership function into value cohesion efficacy,authority shaping efficacy and organizational mobilization efficacy,satisfying the needs of modern state building for authority,order and support.Finally,on the basis of summarizing the fundamental experience of the CPC in leading state building,we believe that the further advancement of the Chinese path to modernization should uphold the overall leadership of the CPC to maintain a stable development order;adhere to the organizational reform of the CPC to consolidate its leadership authority;uphold the CPC’s independent theoretical innovations to provide theoretical guidance for state building;uphold the experiments of the CPC’s policy innovation(“experimental points”“proceeding from point to surface”)to explore plausible development plans for state building.
