朔黄铁路物流发展策略研究

Research on Logistics Development Strategy of Shuozhou-Huanghua Railway

朔黄铁路是我国“西煤东运”的大通道,煤炭运输占运输总量的99%以上。国家“双碳”发展为朔黄铁路带来历史机遇,要求朔黄铁路充分利用现有运输能力、整合铁路运输资源、降低运营成本、提高运力,加快物流发展,支撑国家能源集团物流发展战略。利用SWOT分析法,分析朔黄铁路公司发展物流的优势、劣势、机会、威胁,应用基于SWOT因素的战略选型方法,研究得到朔黄铁路物流发展应采取进取型和开拓型策略,提出重点推进集装箱运输业务、打造现代化铁路物流基地、加强与国铁互联互通等措施和建议,为朔黄铁路物流发展提供决策支撑。

Shuozhou-Huanghua Railway(Shuohuang Railway)is a great channel for transporting coal from the west to the east in China,and coal accounts for more than 99%of its total transportation volume.The goals of carbon peak and carbon neutrality bring historical opportunities for Shuohuang Railway.Hence,Shuohuang Railway should make full use of existing transportation capacity,integrate railway transportation resources,reduce operating costs,and raise the transportation capacity to support the logistics development strategy of China Energy Investment Corporation.In this paper,SWOT analysis was used to analyze the advantages,disadvantages,opportunities,and threats to the logistics development of Shuohuang Railway Corporation.The strategic orientation analysis based on SWOT factors was then applied to obtain the aggressive and pioneering strategies for the logistics development of Shuohuang Railway.Accordingly,the logistics development measures were put forward,including focusing on promoting the container transportation business,building modern railway logistics bases,and strengthening the interconnection with the railways of the China State Railway Group.These measures can provide decision-making support for the logistics development of Shuohuang Railway.
