面向新发展阶段的城市更新规划统筹--以山东潍坊的更新实践为例

Planning and Coordination of Urban Renewal for the New Development Stage:A Case Study of Weifang City in Shandong Province

在实施城市更新行动的战略背景下,加强城市更新规划的总体统筹和系统谋划,对完善城市更新方法体系具有重要意义。城市更新的规划统筹应重点把握规划与实施大小合一、战略与行动近远合一、各级事权上下合一的3个“合一”策略。结合山东省潍坊市在国家第一批城市更新试点中的实践探索,着重从规划编制、规划传导、工作组织3个方面,探讨城市更新规划统筹的工作要点,并对当前发展阶段城市更新行动面临的困境和优化方向提出了思考与见解。

Under the strategic background of implementing urban renewal action,strengthening the overall planning and systematic planning of urban renewal have great signifcance in improving the method system of urban renewal This paper puts forward three"integration"stategies of urban renewal planning,namely,integration of the size of planning and implementaion,integration of strategy and action fom near to far,and inbegration of autharity and authority at all levels.Combined with the practice and exploration of Weifang City of Shandong Province in the first batch of national urban renewal pilot projecds,this paper discuses the key points of utban renewal planning and coordination from three aspects:planning preparation,planning tasmission and work organization,and proposes some thoughts and opinions on the dificulies faced by urban renewal action and optimiation direction in the current development stage.
