大型蓄滞洪区移民安置与绿色发展模式研究 被引量:2

摘要 潖江蓄滞洪区是珠江流域唯一一个国家级蓄滞洪区,既要承担蓄滞超额洪水的防洪任务,又是区内居民赖以生存和发展的基地。文章针对潖江蓄滞洪区多功能湿地化运行模式下的移民安置需求,分析了蓄滞洪区移民安置的难点,开展了移民安置模式的分析研究,提出要系统性地开展潖江蓄滞洪区移民安置规划工作,在生态、安全前提下,建立“防洪—生态—经济发展”的湿地型蓄滞洪区绿色循环经济发展模式,实现潖江蓄滞洪区的可持续发展。研究成果可供其他蓄滞洪区参考借鉴。 Pajiang River Flood Detention Basin is the only national flood detention area in the Pearl River basin,which not only undertakes the flood control task of storing excess flood,but also is the homestead for survival and development of local residents.Focusing on the resettlement requirements of Pajiang River Flood Detention Basin under the wetlandization and multi-function pattern,the difficult points of resettlement in detention basin are analyzed and a study is conducted for resettlement mode.On this basis,this article proposes to systematically carry out the resettlement planning work in the Pajiang River Flood Detention Basin,establish a green circular economic development model of“ecological and economic development based on flood control”for the wetland flood detention area under the premise of ecology and safety,and achieve the sustainable development of Pajiang River Flood Detention Basin.The research results can be regarded as references for other flood and detention areas.
