按照新时代国家战略部署和河南省、鹤壁市经济高质量发展的新要求,立足鹤壁市水资源、水生态、水环境、水灾害“四水”现状及存在问题,探索统筹治理新思路,提出高效利用水资源、系统修复水生态、综合治理水环境、科学防治水灾害,实施“四水同治”,以实现节约集约、增加供给、连通水系、统筹治理、科学管理,构建兴利除害的现代水网体系,为鹤壁市高质量发展提供坚实的水安全保障。

In accordance with the national strategic deployment for the new era and the new requirements for the high-quality economic development of Henan Province and Hebi City,this article is based on the status and problems of water resources,water ecology,water environment and water-related disasters in Hebi City,explores new ideas of integrated governance,puts forward the concept of efficient utilization of water resources,systematic restoration of water ecology,comprehensive management of water environment,scientific prevention and control of water disasters and the implementation of“simultaneous management of water resources,water ecology,water environment and water disasters”,in order to achieve conservation and intensification,increase supply,connect water systems,coordinate governance,and scientific management,and build a modern water network system that created favorable conditions to fend off natural disasters,and ultimately provide solid water safety guarantee for the high-quality development of Hebi City.
