公共项目推动城市基层社会治理创新的可持续性研究

On the Sustainability of Public Projects Aimed at Promoting the Innovation of Urban Grassroots Social Governance

在当前公共项目推动治理创新的背景下,城市基层社会治理创新面临着可持续性困境。基于跨案例的组态视角,文章构建了“政治支持—社会嵌入—创新属性”的三维分析框架,运用模糊集定性比较分析方法,剖析了城市基层社会治理创新可持续性的复杂因果路径。通过研究发现,治理创新的可持续性是多重因素交叠作用的结果,城市基层社会治理创新的可持续性运转并不存在“项目悖论”。其中,“行政推动”是创新可持续的外部诱致性因素,而“社会嵌入”是内生性动力因素,也是城市基层社会治理创新可持续性的关键。据此,城市基层社会治理创新在项目嵌入的基础上,需要充分动员社会力量,引入社会资源,激发社会活力,从而提升城市基层社会治理创新的自主性生长能力。

This paper constructs a three-dimensional analytical framework of“political support-social embeddedness-innovation attributes”based on a cross-case grouping perspective,and analyzes the complex causal pathways of sustainability for innovation in urban grassroots social governance in a public project-driven context by using a fuzzy-set qualitative comparative analysis method.It finds that there is no“project-related paradox”in the innovation of urban grassroots social governance,and the sus-tainability of innovation is the result of the overlapping effect of multiple factors.Among them,“administrative push”is the ex-ternal causative factor for the sustainability of innovation,while“social embedding”is the endogenous dynamic factor,which is also the key to the sustainable innovation of governance.Therefore,innovation in urban grassroots social governance needs to fully mobilize social participation,invite more social resources and stimulate social vitality on the basis of project embeddedness so as to enhance the autonomous growth capacity of innovation in urban grassroots social governance.
