Practical Exploration and Institutional Innovation in Promoting the Comprehensive Preparation of Natural Resource Reserve

近年来,围绕生态文明建设、乡村振兴战略、高质量发展等目标,各地以土地储备为原型,结合工作需要,创新了土地整备、生态银行、全域土地综合整治等实践做法,推动土地资源储备向全域全要素自然资源综合整备演化,对自然资源管理部门统一行使全民所有自然资源资产所有者职责具有重要实践意义。文章系统分析了土地整备、生态银行和全域土地综合整治等基层自然资源综合整备具体实践机制和制度优势,围绕整备主体、实施模式、利益分配、配套机制等方面,提出了新时期建立自然资源综合整备制度的建议:(1)建立多方协同自然资源综合整备主体体系;(2)探索分类整合、综合开发的实施模式;(3)完善多元化的利益分配机制;(4)健全自然资源综合整备配套政策。

In recent years,centering on the goals of eco-civilization construction,rural revitalization strategy and high-quality development,local governments have innovated practices such as land preparation,eco-banking and comprehensive land consolidation in the whole region based on land reserve and combined with work needs,promoting the evolution of land resource reserve to comprehensive preparation of natural resources in the whole region and all factors,it is of great practical significance for the natural resource management department to uniformly exercise the duties of the owner of natural resource assets owned by the whole people.The article systematically analyses the specific practical mechanisms and institutional advantages of comprehensive preparation of natural resource reserve at the grass-roots level,such as preparation subject,eco-banking and comprehensive land preparation,focusing on the main bodies of the reserve,implementation mode,benefit distribution and support mechanisms,this article puts forward suggestions for the establishment of a comprehensive preparation system of natural resources in the new era:①Establish the main body system of multi-party coordinated natural resources comprehensive preparation.②Explore the implementation mode of classified integration and comprehensive development.③Improve the diversified benefit distribution mechanism.④Improve supporting policies for comprehensive preparation of natural resources.
