阳江市某中型灌区农业供水成本核算分析

Analysis of Agricultural Water Supply Cost Accounting of a Medium-sized Irrigation District in Yangjiang City

依据农业供水成本的核算方法,对阳江市某中型灌区的供水全成本和运行维护成本进行计算,并探索两部制水价。计算结果表明:无论是农业供水全成本水价还是运行维护水价,都远超农户的承受能力。因此建议采用国管(骨干)工程部分水价由当地财政承担,群管工程部分水价由用水户承担的方案,既可以减轻用水户的负担,又可落实工程运行经费。

Based on the accounting method of agricultural water supply cost,this paper calculates the water supply full cost and the operation and maintenance cost for a medium-sized irrigation districtin Yangjiang city,and explores the price of water produced by two parts.The calculation results show that both the water price of agricultural water supply full cost and the water price of operation and maintenance cost are far beyond the affordability of farmers.Therefore,it is suggested to put forward the scheme that part of the water price of state-owned water conservancy project can be borne by local finance,and part of the water price of group pipe project can be borne by users,which not only reduces the burden of users but also implements the project operation and maintenance expenses.This study can provide reference for other similar projects.
