摘要
随着更多铁路项目以工程总承包(EPC)模式开展建设,传统的建设规范、建设标准及建设流程必须根据EPC模式进行补充和修订。结合中国铁路设计集团有限公司铁路EPC项目建设的实践经验,重点围绕设计管理组织机构职责、中标前设计管理、施工图设计管理(含设计优化)、配合施工设计管理(含设计变更)、设计风险管理等5个方面,对四电工程的设计管理模式进行归纳总结,为进一步建立健全铁路EPC项目四电工程设计管理体系打下基础。
As more railway projects are built in Engineering-Procurement-Construction(EPC)mode,traditional construction specifications,standards and processes must be supplemented and revised accordingly.In combination with the practical experience of China Railway Design Corporation in railway EPC project construction,this paper summarizes the design management mode of communication,signaling,power supply and electrification works,with focus on five aspects:design management organization responsibilities,design management before bid winning,construction detail design management(including design optimization),cooperative construction design management(including design change),and design risk management,which lays a foundation for further establishing and improving the design management system of communication,signaling,power supply and electrification works of railway EPC projects.
