依法合规管理是全面落实依法治国战略部署的客观要求,也是企业依法转型、可持续发展的内在需求。相较于传统DBB模式,设计单位作为铁路工程总承包(EPC)企业,承担的责任更大、风险更高,故安全管理和质量管理显得愈发重要。因此,结合企业安全质量管理实际,通过树立法治思想、健全规章制度、强化组织机构、夯实三位一体预防体系、狠抓过程管理、营造企业安全文化的方式,依法合规开展铁路工程安全质量管理工作,保障企业安全、高效、高质量发展。

Management in compliance with rules and regulations is not only an objective requirement for the all-round implementation of the strategic deployment of law-based governance of the country,but also an inherent need for the transformation and sustainable development of enterprises according to law.Compared with the traditional DBB mode,the designer,as the project EPC contractor,bears more responsibilities and higher risks,so safety and quality management becomes increasingly important.Therefore,in combination with the actual situation of enterprise safety and quality management,the safety and quality management work shall be carried out in compliance with the rules and regulations by establishing the thought of legal governance,improving the rules and regulations,strengthening the organizational structure,consolidating the three-in-one prevention system,paying close attention to process management and creating enterprise safety culture,so as to ensure the safe,efficient and high-quality development of the enterprise.
