摘要
为充分发挥设计单位牵头的EPC总承包管理优势和监理现场管控优势,结合铁路EPC项目管理实践,分析EPC模式下总承包与监理的3种关系模式优缺点,梳理管理界面现状,分析当前EPC模式下的总承包与监理协同管理难点,提出相关对策建议。创新提出一种新模式,即由建设单位选择总体监理单位,对工程总承包单位的项目管理工作进行咨询监理,并将施工监理纳入总承包合同,由总承包单位选择施工监理单位,对施工分包单位进行监理。针对新模式下的协同管理,提出与之相匹配的总承包与监理协同管理建议。该研究可为我国铁路建设EPC模式下的协同管理优化与发展提供思路。
This paper aims to give full play to the advantages of EPC general contracting management and supervision site control led by the design unit.In combination with the railway EPC project management practice,this paper analyzes the advantages and disadvantages of the 3 relationship modes of general contracting and supervision under the EPC mode,sorts out the current situation of the management interface,analyzes the difficulties of collaborative management of general contracting and supervision under the current EPC mode,so as to put forward relevant countermeasures and suggestions.One new mode is proposed for research and exploration,namely,the construction unit selects the overall supervisor to consult and supervise the project management work of the general contractor and incorporates the construction supervision into the general contract.The general contractor selects the construction supervisor to supervise the construction subcontract units.In view of the collaborative management in the new mode,the supporting suggestions on collaborative management of general contracting and supervision are also put forward.This study can provide ideas for the optimization and development of collaborative management under the EPC mode of railway construction in China.
