EPC模式下工程线管理实践及创新

摘要 在铁路工程建设过程中,工程线施工行车安全事故频发且后果严重。根据博德现代事故因果连锁理论,结合EPC模式下工程线管理实践进行研究,重点对工程线施工过程中采取的组建工程线管理组织机构、制定工程线标准化管理办法、开展工程线行车组织和施工准备、建立工作流程等管理措施、个人及工作条件原因(间接原因)及解决措施、人的不安全行为和物的不安全状态(直接原因)及解决措施进行分析,总结EPC模式下工程线管理过程中的实践经验、创新点及其优势,为国内外EPC模式下的铁路工程线施工提供借鉴。 In the process of railway engineering construction,traffic safety accidents occur frequently and the consequences are serious.According to Frank Bird’s modern accident causation theory and in combination with the engineering line management practice in EPC mode,this paper analyzes the establishment of engineering line management organization,the formulation of engineering line standardization management methods,the organization of engineering line train operation and construction preparation,the establishment of workflow and other management measures,personal and working condition reasons(indirect causes)and solutions,unsafe behaviors of people and unsafe states of objects(direct causes)and solutions adopted in the construction process of engineering lines,summarizes the practical experience,innovation points,and advantages in the process of engineering line management in EPC mode,and provides references for the construction of railway engineering lines in EPC mode at home and abroad.
