国家园林城市背景下湘潭市城市公园精细化管理评价研究

Study on Fine Management Evaluation of Xiangtan City Park Under the Background of National Garden City

城市公园是园林城市建设管理的重要内容,湘潭市以国家园林城市建设管理为导向,不断加强城市公园规划建设与精细化管理,对目前湘潭市城市公园管理情况进行了分析,并通过开展问卷调查,建立了评价指标体系,运用模糊综合评价法(FCE)对湘潭市四类城市公园精细化管理进行了评价研究,四类公园综合评价等级均为E 2较好水平,其中综合公园评分4.279最高,游园评分3.840最低,四类公园园容园貌管理、游园管理、安全管理及文化管理各要素评价亦属于E 2较好水平。综合湘潭市城市公园管理现状分析、问卷调查及评价结果,从加大经费投入、强化制度执行与考核、打造专业队伍、管控资金合理支出、促进生态转型5个方面提出了提升湘潭市城市公园精细化管理水平的合理化建议。

City park is an important part of the construction and management of garden city.Guided by the construction and management of national garden city,Xiangtan constantly strengthens the planning,construction and fine management of parks.This paper analyzed the current management situation of urban parks in Xiangtan,established an evaluation index system by conducting a questionnaire survey,and evaluated the refined management of four types of urban parks in Xiangtan city by using Fuzzy Comprehensive Evaluation method(FCE).The comprehensive evaluation level of the four types of parks was E 2 level.The highest score was 4.279 in comprehensive parks and the lowest score was 3.840 in recreational parks.The evaluation level of park appearance management,park management,safety management and cultural management of the four types of parks was also E 2 level.Based on the analysis of the current situation of Xiangtan city park management,questionnaire survey and evaluation results,this paper put forward reasonable suggestions to improve the fine management level of Xiangtan City park from five aspects:increasing fund investment,strengthening system implementation and assessment,building professional team,controlling reasonable fund expenditure,and promoting ecological transformation.
