新时代国家储备林建设发展模式思考——以浙江千岛湖为例

Thinking on the Development Model of National Reserve Forest Construction in the New Era—Taking Qiandao Lake in Zhejiang Province as an Example

中国式现代化的提出,引发林业工作者对于森林经营方向的反思。致力于多功能森林营建的国家储备林实施已经10余年,随着“碳达峰”“碳中和”目标实施落地部署,储备林的金融风险不确定性等问题显露出来,储备林目标面临相应调整。刚刚起步的千岛湖储备林建设任务,由浙江省淳安县新安江生态开发集团有限公司承担,充分利用储备林发展平台,建设人与自然和谐共生的中国式林业现代化,优化储备林栽培模式,重构储备林布局,一产占比降低至40%左右。在因地制宜营建生态化用材经济林的基础上大力发展林下经济,积极拓展生态产业链,构建了多元化发展格局,深耕了中药材产业,将二三产业和双碳经济融入储备林项目,形成了“储备林+”配套产业体系。创新经营手段,全面提升千岛湖储备林中国式现代化水平。

The proposal of Chinese path to modernization triggered the reflection of forestry workers on the direction of forest management.The national reserve forest dedicated to the construction of multi-functional forests has been implemented for more than 10 years.With the implementation and deployment of the goal of"carbon peak and carbon neutral",the financial risk uncertainty of the reserve forest has emerged,and the reserve forest goal is facing corresponding adjustment.The construction task of Qiandao Lake reserve forest,which has just started,is undertaken by Xinanjiang Ecological Development Group Co.,Ltd.of Chun'an County,Zhejiang Province.It makes full use of the reserve forest development platform,builds a Chinese-style forestry modernization with harmonious coexistence between human and nature,optimizes the reserve forest cultivation mode,reconstructs the reserve forest layout,and reduces the proportion of primary production to about 40%.On the basis of constructing ecological timber economic forest according to local conditions,the economy under the forest is vigorously developed;the ecological industrial chain is actively expanded;a diversified development pattern is built;the traditional Chinese medicine industry is deeply cultivated;the secondary and tertiary industries and dual-carbon economy are integrated into the reserve forest project,and a"reserve forest+"supporting industry system is formed to innovate management means and comprehensively improve the Chinese path to modernization level of Qiandao Lake Reserve Forest.
