山西省高质量发展水平的测度及其障碍度分析

Measurement of High-Quality Development Level and Analysis of Obstacles in Shanxi Province

随着我国经济进入高质量发展阶段,充分认识高质量发展的重要性,综合测度城市高质量发展水平,对于城市发展政策的制定和实施具有重要作用。为深入探讨城市高质量发展水平及其障碍因素,在充分认识高质量发展内涵及特征的基础上,构建以五大发展理念为指导思想的指标体系,运用熵权法、中心聚类法和障碍度模型对2010~2019年山西省高质量发展水平进行综合分析,并进一步识别阻碍山西省高质量发展的主要因素。结果表明:2010~2015年,山西省高质量发展水平逐年下降,而2015年后发展水平则逐年回升;省内高质量发展水平空间分异明显,经历了“西—东—西”两个发展阶段;协调和绿色是阻碍山西省高质量发展的主要障碍因素,且省内11市发展质量的主要障碍因素差别较大。

As China's economy enters a stage of high-quality development,fully understanding the importance of high-quality development and comprehensively measuring the level of high-quality urban development plays an important role in the formulation and implementation of urban development policies.In order to deeply explore the high-quality development level of cities and its hindrance factors,this paper constructs an index system guided by the five major development concepts on the basis of fully understanding the connotation and characteristics of high-quality development,uses the entropy weight method,central clustering method and obstacle model to comprehensively analyze the high-quality development level of Shanxi Province from 2010 to 2019,and further identifies the main factors hindering the high-quality development of Shanxi Province.The results show that from 2010 to 2015,the high-quality development level of Shanxi Province decreased year by year,while the development level increased year by year after 2015.The spatial differentiation of high-quality development levels in the province is obvious,and it has experienced two stages of development of"west-east-west";Coordination and green are the main obstacles hindering the high-quality development of Shanxi Province,and the main obstacles to the development quality of the 11 cities in the province vary greatly.
