高等职业教育举办体制源流与改革反思

Source and Reform Reflection of Higher Vocational Education Running System

现行高等职业教育举办体制格局由1990年代高等教育管理体制改革遗留而成,按照原定改革计划应予调整。采用亚里士多德政体理论观照高等职业教育举办体制设置原则,分析比较德国和中国高等职业教育举办体制的近现代变迁历史,对中国江苏、河南和四川三省高等职业教育举办体制进行样本年份实证研究,三种研究结论趋同,表明以省级政府行业部门办学为主,在省市两级政府条块结构中以市地级政府办学为辅,可视作省域高等职业教育举办体制原则。从意义理论和真之理论出发审视高等职业教育举办体制改革话语,当前省域高等职业教育举办体制结构因符合原则性规定而应予以保留,不宜作为“问题”勉强改革。

The current pattern of higher vocational education running system was inherited from higher education management system reform in the 1990s,which should have been adjusted according to the original reform plan.This study first uses Aristotelian political theory to analyze the principles of setting up the organizing system of higher vocational education.Then,it compares and analyzes the modern and contemporary changes of higher vocational education running system in Germany and China.Next,it conducts empirical research on sample years of higher vocational education running system in Jiangsu,Henan,and Sichuan provinces in China.Above three research conclusions tend to be similar,indicating principles for vocational education running at the regional level.The main responsibility for vocational education should be undertaken by industry departments under the provincial government,while education at the municipal level should serve as a supplement to those higher vocaitonal education in the provincial and municipal government structure.From both significance theory and truth theory,examining discourse on reforms in vocational education running systems suggests that currently,due to its compliance with fundamental regulations,the structural system of vocational education in provinces should be preserved rather than reformed forcefully.
