政策创新视角下公共部门人才分类与评价

摘要 政策创新是国家治理与发展的“元创新”,政策创新能力是公共部门人才的“核”能,政策创新人才是推进新时代国家治理体系与治理能力现代化的基石。政策创新贯穿于政策制定到政策执行的全过程,基于政策制定创新和政策执行创新两个维度,公共部门人才可以分为复合型创新、理论型创新、应用型创新和常规型公共实务人才四类。不同类型公共部门人才具有公共服务精神、问题认知、专业知识技能等通用素质特征,但在创造性思维和概念技能等素质特征方面存在差异性。针对不同类型的人才,可以从人岗匹配、工作行为和政策质量与效果三个方面进行分类分岗评价。 Policy innovation is the“meta innovation”of national governance and development.Policy innovation ability is the“core”ability of public sector talents.Policy innovation talents are the cornerstone of promoting the modernization of national governance system and capacity in the new era.Policy innovation runs through the entire process from policy formulation to policy implementation.Based on the two dimensions of policy formulation innovation and policy implementation innovation,public sector talents can be divided into four classes,including compound innovation talents,theoretical innovation talents,application innovation talents,and practical talents.Diff erent classes of public sector talents have common quality characteristics such as public service spirit,problem cognition,and professional knowledge and skills,but there are diff erences in quality characteristics such as creative thinking and conceptual skills.For diff erent classes of talents,evaluation by class and post can be conducted from aspects of person-post matching,work behavior,and policy quality and eff ectiveness.
