军转干部人才安置成效及提升策略探究——基于马斯洛需求层次理论

Research on the Effect of and Improvement Strategies for Resettlement of Cadre Talents Transferred from the Army Based on Maslow’s Hierarchy of Needs Theory

摘要 文章以2019年以来安置到H市168家行政、事业单位的315名军转干部为样本,以马斯洛需求层次理论为视角,从安置的工作满意度结构、现状及影响机制三个角度来探索军转干部人才安置成效,得出以下结论:(1)H市军转干部安置工作满意度由安置情况、工作回报、制度环境、人际关系、社会尊重、理想追求、工作压力7个维度构成;(2)H市军转干部安置工作满意度整体水平不高,仍有较大改善空间;(3)不同个体特征的军转干部安置工作满意度存在差异,有15项个人基本属性对整体满意度有显著影响;(4)7个维度与整体工作满意度显著正相关,6个维度对整体工作满意度均有显著性影响,起到很好的预测作用。调研表明,提高军转人才满意度,应健全完善政策,改善收入待遇,拓宽晋升机制,增强组织归属,加强分类引导。 This paper explores the eff ectiveness of resettlement for cadre talents transferred from the Army from perspectives of structure,status and influence mechanism of job satisfaction of resettlement based on the Maslow’s Hierarchy of Needs Theory by taking 315 cadres who have been transferred from the Army and resettled to 168 administrative and public institutions in H City since 2019 as a sample.The following conclusions are drawn:(1)the job satisfaction of resettlement of cadres transferred from the Army in H City is composed of seven dimensions including resettlement situation,job return,institutional environment,interpersonal relationship,social respect,ideal pursuit and work stress;(2)the overall level of job satisfaction of resettlement of cadres transferred from the Army in H City is not high,and there is still considerable room for improvement;(3)there are diff erences in job satisfaction among cadres transferred from the Army and having different individual characteristics,and there are 15 basic personal attributes that have a signifi cant infl uence on the overall satisfaction;(4)seven dimensions are signifi cantly positively correlated with overall job satisfaction,while six dimensions have a significant influence on overall job satisfaction,thus playing a very good predictive role.As shown by the research,in order to improve the satisfaction of talents transferred from the Army,we should improve the policies,improve the income and treatment,broaden the promotion mechanism,strengthen the organizational affi liation,and strengthen the classifi ed guidance.
