京津冀科技创新与数字经济高质量发展耦合协调分析

摘要 新发展格局下,数字经济迈向高质量发展之路,与科技创新的关系日益紧密。在阐释科技创新与数字经济高质量发展耦合协调作用机制的基础上,对京津冀地区两系统综合发展水平及耦合协调关系进行实证分析。研究发现:两系统综合发展水平不断提升,耦合协调程度不断增强,整体实现了从濒临失调衰退状态到高度耦合协调状态的转变;在指标关联度方面,科技创新与数字产业化高质量发展指标关联度较高,而与数字基础设施建设指标关联度普遍较低,经费支出、专利授权量等创新投入、产出指标对数字经济高质量发展影响程度较强,而除高新技术企业外的各类创新主体指标影响程度相对较弱;未来两大系统综合发展水平及耦合协调度呈现稳定提升的发展趋势。最后,结合发展实际,对如何提升京津冀科技创新与数字经济高质量发展水平及其耦合协调度提出策略建议。 Under the new pattern of development,the digital economy is moving towards the road of high-quality development,which has an increasingly close relationship with science and technology innovation.With the successive issuance of China's digital innovation policies,regional science and technology innovation and high-quality development of the digital economy have become the strategic focus of the development in each region at this stage.In this context,exploring the mechanism of the close relationship between the two systems is conducive to the formulation of two-way driving development strategies in each region to achieve the improvement of regional science and technology innovation and the high-quality development of the digital economy.The framework is as follows.Firstly,the coupling and coordination mechanism between science and technology innovation system and the high-quality development of the digital economy system is explained in depth to provide a theoretical basis for the study;secondly,the comprehensive evaluation index system of the two systems is constructed based on the theoretical model,and specific indicators are selected following the principles such as scientificity and rationality;finally,based on the panel data of Beijing-Tianjin-Hebei from 2011-2021,this paper empirically analyzes the comprehensive development level and the coupling coordination relationship between the two systems in Beijing,Tianjin and Hebei using the methods of global entropy,the coupling coordination degree model,the gray correlation analysis model,and the gray prediction model.The main findings are as follows:Beijing-Tianjin-Hebei has witnessed well-development in science and technology innovation system and steadily improvement in high-quality development of digital economy;the coupling and coordination relationship between the two systems tends to be tighter,and the coupling coordination degree has achieved the progress from the decline of near-disorder to the highly coupled and coordinated state;the science and technology innovation system areclosely related to industrial digitalization and digital industrialization indicators,while the correlation with indicators related to digital infrastructure construction is in reverse,the high-quality development of digital economy has a high correlation with indicators related to digital technology R&D and application,while the correlation with indicators related to innovation subjects is in reverse;in the future,the comprehensive development level of the two systems in Beijing,Tianjin and Hebei will grow steadily and the coupling and coordination will tend to be tighter.Finally,this paper puts forward strategic suggestions to enhance the level of coupling and coordination between science and technology innovation and the high-quality development of digital economy in Beijing,Tianjin and Hebei.On the one hand,the improvement of science and technology innovation should be emphasized which can empower the high-quality development of digital economy,and in turn high-quality development of digital economy can help science and technology innovation;on the other hand,the top-level design should be strengthened,the coordination relationship between the two systems should be enhanced to promote the upgrading of the coupling and coordination relationship between science and technology innovation and the high-quality development of digital economy.
