湖北省宪法宣誓制度的实施成效及完善措施

Implementation achievements and improvement measures of constitutional oath system in Hubei province

近年,湖北各地因地制宜纷纷出台宪法宣誓实施方案和细则。实践中,宪法宣誓在湖北省内四级国家机关全面覆盖,各部门落实进度不一。一些部门对某些要素的把握不够准确,少数单位宣誓仪式不够规范,责任落实和监督机制不够完备。细化宣誓誓词,合理安排宣誓的时间和场地,加强宣誓的公开性,明确宣誓的效力,设置宪法宣誓的法律责任将有助于进一步完善宪法宣誓制度。

In recent years,various parts of Hubei province have formulated plans and detailed rules for the implementation of the constitutional oath system in accordance with local conditions.In practice,the constitutional oath system is fully executed by four-tier state bodies in Hubei province,and implementing progress in different functional departments vary from each other.Some departments did not have a clear understanding of this system;a few of them did not take the oath properly with inadequate implementation and supervision.It is helpful to further perfect the constitutional oath system through specifying the oath words,rationally arranging the time and venue of oath-taking,strengthening the openness of oath-taking ceremony,clarifying the effectiveness of oath-taking,and setting up the legal responsibility of the constitutional oath-taking.
