基于熵权-TOPSIS法的福建省高校科技创新能力实证研究

摘要 [目的/意义]对福建省高校科技创新能力进行深入分析研究,有助于福建省高校利用评价结果进行自我诊断,促进高校科技创新进一步科学发展,为开展我国高校科技创新能力评价提供有益的探索和实践经验。[方法/过程]运用对标分析法,以台湾地区高校科技创新能力作为对比,发现福建省高校科技创新能力存在的不足,先构建高校科技创新能力评价指标体系,用熵权法确定指标权重,然后运用TOPSIS法对闽台两地的高校科技创新能力进行动态综合评价。[结果/结论]福建省高校的科技创新能力相较台湾地区高校存在一定的差距,尤其在科技创新投入能力和产出能力方面。福建省应加大对高校的科技创新投入,并促进高校提升科技成果转化率,优化各地区资源配置,以提高高校科技创新能力。 [Purpose/significance]The in-depth analysis and research on the scientific and technological innovation ability of Fujian universities will help the universities in Fujian province to use the evaluation results for self-diagnosis promote the further scientific development of scientific and technological innovation in universities and provide beneficial exploration and practical experience for the evaluation of scientific and technological innovation ability of Chinese universities.[Method/process]By using the benchmarking analysis method and taking the scientific and technological innovation ability of universities in Taiwan region as a comparison the paper finds the shortcomings of the scientific and technological innovation ability of universities in Fujian province.First the paper builds the evaluation index system of the scientific and technological innovation ability of universities uses the entropy weight method to determine the index weight and then uses the TOPSIS method to conduct a dynamic comprehensive evaluation of the scientific and technological innovation ability of universities in Fujian and Taiwan.[Result/conclusion]The results show that there is a certain gap between the scientific and technological innovation capacity of universities in Fujian province and that of Taiwan region especially in terms of the input capacity and output capacity of scientific and technological innovation.Fujian province should increase the investment in scientific and technological innovation improve the conversion rate of scientific research achievements optimize the allocation of resources in various regions so as to improve the scientific and technological innovation ability of colleges and universities.
