数字经济对相对贫困的影响:机制分析与政策启示

The Impact of Digital Economy on Relative Poverty:Mechanism Analysis and Policy Implications

相对贫困是未来贫困治理的重点,数字经济具有普惠化特征,那么数字经济是否有利于减缓相对贫困?本文基于CFPS和数字经济指数数据,分析了数字经济对相对贫困的影响。研究结果发现:(1)数字经济的发展有利于减缓相对贫困,对农村的减贫效应高于城镇;(2)数字经济的发展有助于提高劳动者保障和增加低收入家庭的人力资本,有利于规避地理限制和减少劳动力市场分割,从而减缓相对贫困。最后提出应进一步保障劳动者权益、推动互联网教育改革和建立健全数字经济治理体系。本文的研究结论对我国相对贫困治理与促进共同富裕具有重要启示。

Relative poverty is the focus of poverty governance in the future.Digital economy has the features of inclusive.Is digital economy conducive to alleviating relative poverty?Based on the data of CFPS and digital economy index,this paper analyzes the impact of digital economy on relative poverty.The results show that:(1)The development of digital economy is conducive to reducing relative poverty,and the effect of poverty reduction in rural areas is higher than that in urban areas;(2)The development of digital economy helps to improve the security of workers,increase the human capital of low-income families,avoid geographical restrictions and reduce the segmentation of labor market,so as to alleviate relative poverty.To further protect the rights and interests of workers,the reform of Internet Education and the establishment and improvement of digital economy governance system are the policy suggestions put forward in this paper.The conclusions of this paper have important implications for the governance of relative poverty and the promotion of common prosperity in China.
